USDA DISCUSSION REGARDING FEDERAL RETIREMENT
Recently, an internal USDA document, relating to federal retirement benefits for Cooperative Extension Service employees, became public.  Copies of that document are circulating as are many rumors.

The document recommended that the Secretary of Agriculture rescind all Cooperative Extension federal retirements because USDA may be put in the position of defending employment and personnel actions against university employees of which USDA was not a party.  Taken a step further, USDA could be held accountable, and possibly liable for compensatory damages, for decisions made by the universities.  While this issue needs to be addressed, Extension leadership feels that rescinding current federal appointments is not the appropriate solution.

I have personally heard our federal CSREES administrator say that this action is no longer under consideration.

A recession of federal retirement benefits would have affected 187 K-State Research and Extension colleagues and about 7000 Extension employees nationally.  Many of you are likely to hear some discussion of this as you interact on a regional and national basis.  Be assured that if there are further developments, I will keep you informed.  For now, however, there is no reason for apprehension.  --Dick Wootton rwootton@oznet.ksu.edu 

 

K-STATE RESEARCH AND EXTENSION ANNUAL CONFERENCE
The K-State Research and Extension Annual Conference is set for October 23-26.  The theme for this year's conference is "Bridging the Centuries."

If you have not registered for the conference and the poster session, please do so immediately.  The deadline is October 2.  Everyone should have received registration information for the conference and poster session.

ADDRESS CHANGE FOR SOUTHWEST AREA OFFICE
Be sure to update your mailing lists, etc., with the new address for the Southwest Area Office.  They are still receiving mail at their old address.  Mail sent to that address is taking about an extra week to get to them.  The new address is K-State Research & Extension Center, 4500 East Mary Street, Garden City, KS 67846-9132.  The phone number remains the same; the new fax number is 316-276-6028.

 

KANSAS CORN, GRAIN SORGHUM AND SOYBEAN COMMISSIONS RFP
The Kansas Corn, Grain Sorghum, and Soybean Commissions have been busy since July 1st with their reorganization as part of moving from the Kansas Department of Agriculture to the private sector.  As a result, they will not have a RFP (request for proposals) ready until November 15, 2000, or soon thereafter.  The proposals will be due in mid-December of 2000.  Last year the RFP went out in September with the proposals due in November.

I would urge you to get drafts of your proposals for FY2002 completed soon.  I doubt that their priorities will change drastically from last year, although they may change some since the Grain Sorghum and Soybean Commissions expect reduced revenues based on the 2000 crop production.

2001 KANSAS 4-H NEW MILLENNIUM GRANT APPLICATIONS DUE OCTOBER 2
A reminder that applications for 2001 Kansas 4-H New Millennium Grant awards are due October 2, 2000 (due to October 1 falling on a Sunday).  In its first year, eight projects were awarded more than $17,000, which generated more than $20,000 of additional new program dollars as matches for the participating counties.  (That's nearly $40,000!).  The emphasis areas are programs around the issues of Youth Involvement (youth-adult partnerships) and/or Volunteer Development (across the lifespan).  For details and applications you may click here to go directly to the site on our web page: http://www.oznet.ksu.edu/dp_4hyp/200914hgrants.PDF

NEW 4HCCS PILOT OPPORTUNITY
This is a call for teachers to pilot the new "Embryology in the Classroom" material. The curriculum will be supported by a WWW site with interactive material.  The first draft is up at  http://www.ext.vt.edu/4Hembryology .  We hope to pilot from the beginning of October through early November.  I realize that most Kansas teachers do this in the spring; however, if you have teachers who would like to see and test some new material, now is the time!  Materials and pilot information will be mailed around October 2, 2000.  If you have someone interested, contact Phillip J. BASIC 4-H OPERATIONS TRAINING, OCTOBER 11-12, 2000 OR FEBRUARY 26-27, 2001
All county offices have received information about the offering of a Basic 4-H Operations Training for new agents or those desiring a refresher course.  The Basic Operations Training covers the baseline information you need to manage your local 4-H youth development program; the resources that are available to you in your office and within the system; and the knowledge that is critical to handle managerial issues that you might be confronted with the first year on the job.  Registration for the October training is due October 3, to the State 4-H Office. (NOTE: A typo in the brochure sent to counties indicated that the first offering would be October 10-11.  The correct dates are October 11-12, 2000 as printed on the Registration Form.  Sorry about the confusion!)  --Gary Gerhard ggerhard@oznet.ksu.edu 

 

EPSILON SIGMA PHI ENDOWMENT GRANTS DUE

YOUTH ON BOARD-"SURE SHOT" WAY TO INVOLVE YOUTH IN YOUR COMMUNITY
The Wichita/Sedgwick County Regional Prevention Center and Wichita's Promise Youth Council is offering a one and a half day workshop to help communities across the state build mutually respectful relationships between youth and adults.  These relationships will allow youth to move from the margin of their communities into the center, where they can be fully involved!  Nationally know staff from "Youth on Board" will facilitate the "Sure Shot Introductory Workshop," an interactive workshop for youth and adults which will help communities/organizations understand: 1)Why youth should be involved in decision-making; 2) How to overcome barriers; 3) How to effectively involve youth; and 4) The next steps to success.  This training is a great opportunity for communities/organizations that are already involving youth as well as those just getting started.

Workshop fee is $100 for adults and $50 for youth and includes training materials and meals (lunch, dinner, and a continental breakfast).  A block of rooms has been reserved at Hawthorne Suites, 316-729-5700.  Room rates are $75 per night for a double room.

RESEARCH ASSISTANT (.5 TIME) POSITION AVAILABLE OCTOBER 29, 2000
Specific duties include: Assist in applied research program dealing with the winter wheat disease, Fusarium Head Blight.  Includes planting and maintenance of plants in greenhouse and field experiments, manipulation of microorganisms in the laboratory, pathogen population and disease evaluations in the greenhouse and field, and data analysis.  Involves interaction with wheat breeding efforts to help identify resistant varieties.  Successful candidate must hold a BS in Biology or related field.  Application deadline is October 9, 2000 or until position is filled.  To apply, submit (1) a letter of application, including a copy of transcripts; (2) resume; (3) a brief statement of career objectives; and (4) the names, addresses and telephone numbers of three references to: Dr. William W. EXTENSION SPECIALIST, HORSES-ASSISTANT/ASSOCIATE PROFESSOR POSITION
