MIDWEST CONFERENCE ON AG BIOTERRORISM
Be reminded of the two-day conference on Ag Bioterrorism March 25-26, in
Manhattan. This conference has a long list of sponsors, led by the Koch
Crime Institute. It is ideally suited for local, county, and state
government/public officials, emergency management officials, and community
leaders. The program will include timely topics on food and fiber
production, disease outbreak prevention in crops and livestock, impacts at
local, state, and national levels, first response and containment, and

AGRI-TERRORISM/BIO-SECURITY VIDEOS
At a recent State Extension Advisory Council meeting on campus, the
group was given a series of seminar presentations on Agri-Terrorism/Bio-Security.
Speakers included Dr. Jerry Jaax, Dr. Bob Zeigler, Dr. Randy Phebus, and
Dr. Curtis Kastner. The series of speakers focused on history of
bio-terrorism, potential threats both public, and more specifically
agriculture, and on steps through research and education that are
addressing homeland security in agriculture.
Those presentations were videotaped and are
available to be checked out by contacting my office. You may find these
tapes useful in small group viewing, or selecting certain topics for a

KOONS SCHOLARSHIP INFORMATION FOR
AGENTS
May 1, is the deadline to apply
for the Patricia Koons scholarship. This scholarship provides assistance
to any Kansas County Extension professional who is seeking to improve
skills in 4-H programming. It might include, but is not limited to,
graduate study, inter-session courses, summer school, or a professional
improvement conference. The amount is $200 - $250 (based on earnings of

finally at the printers and should be worth the wait! Those who did not
order may want to reconsider as this one will be much more popular for
school enrichment programs than many of the more traditional project

THE SUNFLOWER FOUNDATION REQUEST FOR
PROPOSALS
The Sunflower Foundation is dedicated to improving the health and
well-being of all Kansans through improved access to affordable and
quality health care, promotion of healthy lifestyles and prevention
efforts. The foundation has recently announced a Request for Proposals.

All proposals must be received at the
offices of the Sunflower Foundation no later than 4 p.m. on Monday, April
15, 2002. Awards will be announced on or before Monday, June 28, 2002. The

public organizations that have a mission to improve health status or
access to quality, affordable health care for Kansans.

PROPOSED SMOKING POLICY ON UNIVERSITY
PROPERTY
PURPOSE:
Because smoking is a public health and fire hazard, it shall be
restricted in order to:
(A) prevent infringements upon others and
(B) create and maintain an environment that is in the best interest of
the safety, health, and well-being of all users of
university property.
POLICY:
Smoking is not permitted in any university building or University Motor
Pool vehicle. Other State owned vehicles at the discretion of the
department head. The exception to this rule is smoking research being
investigated in university laboratories with the authorization granted
by the Department of Environmental Health & Safety.
Smoking is prohibited within 30 feet of
marked entrances to university buildings. In general, those entrances
where smoking is prohibited are main entrances, most ADA accessible
entrances, and those entrances near fresh air intakes to the building or
that otherwise impact the air quality inside the building. The
Department of Environmental Health & Safety and the Department of
Facilities Planning will designate which entrances are considered no
smoking within 30 feet.
The Building Authority is responsible for
compliance with this policy at each building.
ENFORCEMENT:
Unlawful smoking is a misdemeanor and shall be punishable by a fine of
$20.
THIS POLICY IS IN ACCORDANCE WITH
K.S.A.21-4009, ET. SEQ. This current policy rescinds the KSU Policy
on Smoking in University Building, dated July 1, 1994.

K-STATE ANNOUNCES FOURTEENTH ANNUAL
KANSAS CENTER FOR COMMUNITY ECONOMIC DEVELOPMENT CONFERENCE SPRING 2002
Kansas State University has announced that the Kansas Center for
Community Economic Development (KCCED) Fourteenth Annual Conference will
be held on April 9-10, 2002 at the Holiday Inn in Salina, Kansas. KCCED
is a partnership between the Kansas Center for Rural Initiatives,
K-State, and the Policy Research Institute and the University of Kansas.
KCCED is dedicated to providing outreach and technical assistance and
conducting research related to rural community economic development.
This year’s theme is "Coalition Building: Community
Partnerships Work." Keynote speakers include Vicki Luther
of the Heartland Center for Leadership Development, and Robert L. Koepke
of the International Development Council and American Economic
