RANDY HIGGINS APPOINTED AS INTERIM ASSOCIATE DIRECTOR 
Dr. Randy Higgins has been appointed Interim Associate Director for Extension and Applied Research for K-State Research and Extension, effective May 26, 2002, until a more permanent replacement is found. The search for an Associate Director will start in the fall with likely placement next summer. We look forward to

CONFLICT OF INTEREST DECLARATIONS
In order to protect the interests of faculty and the university and to comply with federal regulations and Board of Regents policy, Kansas State University requires all unclassified faculty and staff with 100% time appointments to annually file a "Declaration for Conflict of Interest and Time Commitment" form.

All unclassified faculty and staff on campus and in area offices do this as they sign their annual contract. Area Directors will be working with Extension Agents to develop a process for filing these forms annually. In addition, when an Extension Agent is engaged in consulting or outside employment, an agreement needs to be signed by the agent, Extension Council Chair and Area Extension Director. This agreement can be found at http://intranet.oznet.ksu.edu/ap_ext_forms/Interactive_PDFs/ksu8-32.pdf .

THE PILD FLYER IS IN THE MAIL
All extension agents will receive the Kansas Impact flyer prepared for the delegates to the Public Issues Leadership Development (PILD) conference. Daryl Buchholz, Lois Carlson, Scott Gordon, and Cathy Musick will represent Epsilon Sigma Phi and the Kansas Extension Associations of Family and Consumer Sciences, County Agricultural Agents, and 4-H Agents, respectively, in Arlington, VA, April 28 through May 1. They will join 220 extension professionals from around the country for this hands-on professional development conference sponsored by the Joint Council of Extension Professionals (JCEP). Delegates will have the opportunity to learn about changing public policies that impact local communities and the extension system, and to visit with Kansas legislators. SPRING KANSAS CENTER FOR RURAL INITIATIVES LUNCHEON
You are cordially invited to the Spring 2002 Kansas Center for Rural Initiatives Luncheon, May 8, 12 - 1 p.m., in the Cottonwood Room of the K-State Student Union.  The cost is $12. Keynote speaker is  Tracy Turner, President and CEO, Kansas Technology Enterprise Corporation (KTEC). The Kansas Technology Enterprise Corporation is a quasi-public corporation established by the State of Kansas to promote advanced technology economic development. KTEC programs fall under three categories: Business Assistance, Investment, and Research.

Come learn about the vision for KTEC under new leadership, and how KTEC and the university can work together for the good of rural communities.

YFCD UPDATE - FORMAT CHANGE
The Update for all Agents, Specialists and Researchers collaborating on Youth, Family and Community Development programs originally set for May 6-9, in Hesston, has been cancelled. This is due to several extenuating circumstances. The dates and location will still be held for the presentation of the FACS Annual Series and a FACS Update.

LARGE DEMONSTRATION PLOT SIGNS
Extension Agronomy has purchased large metal plot signs (36 x 48 inches) in past years. We are out of signs and need to take orders for a new batch. The price for signs this year will be based on our being able to order a minimum of 25 signs. If we get more than 50 signs, the price will be lower. The prices, plus shipping if required, are: double sided - $55 each; single sided - $46 each. Please order signs by May 1, 2002. UPDATED LIST OF LABORATORIES CERTIFIED FOR DRINKING WATER TESTS 
We have again completed the quarterly update of the list of laboratories certified for drinking water tests. Our goal is to update our Extension Bulletin MF 951, Testing to Help Ensure Safe Drinking Water, on the K-State Research and Extension website each quarter following the quarterly update of the Kansas Department of Health and Environment (KDHE) revised list of certified labs.

The list of laboratories in Testing to Help Ensure Safe Drinking Water, Bulletin MF-951, has been revised based on information provided by KDHE. New laboratories in Missouri and Iowa have been added and laboratories in Colorado and Nebraska have been removed. You may view the current list in the bulletin at the K-State Research and Extension website - http://www.oznet.ksu.edu/ . Just enter MF951 in the search box and click [go].

In working with owners and users of private wells, we are emphasizing that SAFE WATER is supplied by a SAFE WELL. A safe well is one that is located, constructed, maintained, and protected so contaminants are not near the well. When any of these four critical conditions is missing there is a strong relationship with well contamination. Water from a contaminated well can make you ill and even cause death.

SUMMER INTERNS FOR 2002 HAVE BEEN ANNOUNCED
Seven students have been selected to participate in intern programs with K-State Research and Extension this summer.

Audrey Diehl, from Garden City, will be serving in Jefferson County. Audrey will be graduating from K-State May 2003, with a degree in Human Ecology.

Jessica Heller, from Hunter, will be serving in Johnson County. Jessica is attending K-State and will receive her master's degree May 2003 in Family Life Education and Counseling.

Emily Koch, from Wichita, will be serving in Leavenworth County. Emily will be receiving her bachelor's degree in Animal Sciences from K-State in May 2002.

Amy Taylor, from Cary, IL, will be serving in McPherson County. Amy is attending the University of Illinois and will receive her bachelor's degree in Agricultural Leadership Education May 2004.

Wade Wilbur, from Valley Center, will be serving in Reno County. Wade is attending K-State and will graduate May 2002 with a bachelor's degree in Agricultural Education.

Amy Wood, from Overland Park, will be working in the Department of Communications. Amy will be graduating in May 2002 with a bachelor's degree in Family Life and Community Service.

Chad Schmitz, from Baileyville, will be working in Shawnee County. Chad is attending K-State and will graduate in 2004 with a bachelor's degree in Animal Sciences.

I DARE YOU AWARD WINNERS
Many counties partner with the American Youth Foundation to present the "I Dare You" award to an outstanding 4-H'er at your local achievement program. Some of the recipients are interested in the camp opportunity that is an option this summer.

Our office has had a call asking if we know of any winners who are planning to attend either Camp Miniwanca in Michigan, or Merrowvista in New Hampshire. FINAL "CHOOSE LIFE BALANCE" STUFFER ARRIVES SOON
This week the final "Choose Life Balance" reminder stuffer will arrive in county offices. This week's message focuses on stress management. BALANCE TEAM BEGINS MID-TERM PHONE SURVEY
This week the Balance Issue Team begins it's mid-term phone survey of county agents who submitted a 5-year Action Plan for Promoting a Balance Life Style. George Vogel, Graduate Student in Family Studies and Human Services, will be contacting each agent to schedule a telephone interview which is a check-up from the baseline survey conducted in July, 2000.

KANSAS TEAM PLACES SECOND AT NATIONAL LIFESMARTS CONTEST
Congratulations to the Miami County 4-H LifeSmarts team that placed second at the National contest held in Arlington, VA, April 13-16. They won the right to represent Kansas by beating out 11 other high school teams at the state contest. LifeSmarts is the ultimate consumer challenge. It is sponsored by the Kansas Council on Economic Education.

Team members are Ryan Boyer, Abby Burnett, Matt Cooper, Nichole Kierl and Lindsay High. Kay Voorhees is their coach, and Diane Burnett, Miami county FACS agent, assistant coach. CONGRESS PHOTO SEARCH IS ON
In an effort to update our historical files, we are needing a copy of the Kansas delegate photo taken at National 4-H Congress for the following years: 1927, 1928, 1940, 1946, 1949, 1974, 1975, 1983, 1984, 1987, 1989, 1995, 1996, and 2000. If you were a chaperone or know of a delegate from that year, please consider helping us out. We would be happy to receive a scanned copy, or would scan an original and return it if requested. 4-H SHEEP QUIZ BOWL CANCELLED FOR 2002 KSF
Due to scheduling problems, the 4-H Sheep Quiz Bowl has been cancelled for the 2002 Kansas State Fair. The 4-H Beef Quiz Bowl will continue as planned. 2002 will be the final year for the 4-H Beef Quiz Bowl as Kansas is making a transition to a 4-H Livestock Skillathon that will have a national contest beginning in 2003. A committee is currently working to provide instructions, materials and training for 4-H Livestock Skillathon coaches on how to conduct these events and prepare teams for the state educational event. Due to the lateness of this decision, the 4-H Sheep Quiz Bowl may still appear in the KSF 4-H Youth Division Fairbook. 4-H Guide Under Revision
Publication MG3B is under revision and was not listed on the 3rd Quarter Order Form, which lists most 4-H publications. Any outstanding orders for the publication will be canceled. Watch for the revised version on the upcoming August Order Form.
