REMINDER
Premiums for State of Kansas health insurance benefits and flexible
spending accounts (KanElect) are deducted on a semi-monthly basis.
Deductions are taken 24 times per year. No deduction is taken from a
third paycheck in a month. We receive three paychecks during the month
of August 2002. Therefore, the third paycheck issued on August 30, 2002,
will not have a deduction for State of Kansas health insurance and/or
the KanElect flexible spending account.
Federal health premiums are deducted
bi-weekly (26 times per year) and therefore will come out of Friday's
pay.
Twelve month unclassified employees do
not earn vacation leave for the pay period 8/4/02-8/17/02; therefore,
there will be no accrual of vacation leave shown on the August 30, 2002,
Statement of Earnings.

YEAR PLAN STEERING COMMITTEE BEGINS PLANNING PROCESS
The Five Year Plan Steering Committee has begun the process of
developing the next Five Year Plan for Research, Extension and Teaching
programs in K-State Research & Extension and the College of
Agriculture. The plan is due January 2004. Committee members are listed

mission statements for relevance, draft 3 - 6 core mission themes and 14 -
18 planning themes, and design methods for gathering input from internal
and external audiences. Groups or teams from across the organization will
come together to design outcomes and the activities needed to achieve
these outcomes. The Committee will seek input from faculty and provide
regular updates on the planning process and progress. If you have any

WEATHERING TOUGH TIMES SATELLITE
TELECONFERENCE UPDATE
The University of Nebraska, Kansas State University and Iowa State
University have teamed together to provide a September 5th
Satellite training FOR PEOPLE WHO ARE WORKING WITH FARM, RANCH AND RURAL
FAMILIES. The training will be from 9:30 a.m. to 1:00 p.m.
Educators and service providers from both the public and private sector
are invited to attend, including:
Bankers
Farm Credit Services
Mental health workers and counselors
Hospital and medical staff
Clergy
Public officials (City and County Commissioners, Chamber
representatives,
Economic development councils, Mayors, etc.)
Social workers, case managers
Insurance representatives

The Kansas Agricultural Mediation Services (KAMS), and the Kansas Rural
Family Helpline have posted their Fall newsletter on the Weathering
Tough Times web site. It will make a great resource for those who attend
the Weathering Tough Times Satellite broadcast. The 6 page newsletter

Manhattan
"Weathering Tough Times" satellite teleconference will be held
in 137 Waters Hall. There should be plenty of room for those who would
like to attend. Please allow extra time to hunt for parking.
Hays
CTELT at Fort Hays State University has agreed to downlink the September
5th broadcast. The room will hold about 15 people. Karen Beery, High
Plains Mental Health Center, Hays
Wichita
Sedgwick County Extension Office, 7001 W. 21 Street N, Wichita, KS will
downlink the teleconference. There will be adequate room for as many as
would like to attend.
Oakley
This satellite video teleconference will be held in Oakley at the
Northwest Kansas Educational Service Center. Please RSVP to the Logan
County Extension Office no later than September 3rd if you plan to
attend.

MATERIALS DISTRIBUTION NOT TAKING PLACE
AT ANNUAL CONFERENCE THIS YEAR
The materials distribution that is usually held at Pottorff Hall
during Annual Conference will not be held this year. At this time it
appears that there are not any departments definitely planning to have

STAFF FOR FACS QUIZ BOWL STILL NEEDED
There are only 12 volunteers signed up to help with the State Fair
FACS Quiz Bowl on Sunday, September 15, and we need 24! South
Central agents and volunteers are busy with hosting the Fashion Revue
this year, so I would really appreciate it if others would rise to the
challenge. According to the web entries earlier this week, we had 41
teams entered. Please let me know ASAP if you are available to help. We
need 4 FACS agents to moderate and read the questions, and we have gone
to two judges for each bracket, which helps take the pressure off, but
that means we need 8 FACS agents for those positions. I still need at
least 6 more agents. We can't do this contest without you. --Steve

NEW RULES FOR NATIONAL 4-H COMPETITIVE
EVENTS
In May of 2001, Lindy Lindquist sent a letter to all agents and
specialists informing of new eligibility requirements effective January
1, 2002. We have shared these rules in the State Fair Book and other
notices. I particularly referred to this in my e-mail attachment to all
counties on August 21, in recruiting assistance for the State Livestock
Judging Contest.
The main change from previous years is
that the "contestant has not participated in post-secondary course
work in the subject area of the national 4-H competition, nor has he or
she participated in TRAINING for post-secondary competition in the
subject area of the National 4-H competition."
We have adopted this rule for state
contests and thus any youth who has begun college this fall and has
enrolled in a class or worked out with a college coach before September
6, 2002, would NOT be eligible for a State Fair Judging Contest in that
subject area. Hopefully this final reminder will avoid anyone coming to
the state fair and being disappointed to find they are not eligible to

BILL KURTIS LECTURE
The next Huck Boyd Lecture in Community Media will be presented by
national television broadcaster Bill Kurtis. Kurtis grew up in
Independence, Kansas and has invested significantly in southeast Kansas
in recent years. He is a strong supporter of rural tourism. The lecture
will be on September 26, 2002 in Forum Hall of the K-State Union, and
