PENALTY MAIL TO
END
We received notice that the federal General Services Administration
(GSA) office has issued a ruling directing certain Federal agencies
(including KSRE and all state Extension Services) to stop using Penalty
Mail at the end of the Federal fiscal year (September 30, 2003). The
ruling further instructs affected agencies to replace all penalty mail
meters with commercial mail meters so that a commercial payment process is
in place by October 1, 2003. CSREES indicates that this change to
commercial payment of postage should provide agencies with greater
accountability and efficiency. Stacey Warner and Doug Elcock are
investigating the steps necessary for us to comply with this order.
The latest advice from our federal contacts
indicates that we should not leave a balance on the penalty mail meters
that will be taken out of service because it might be forfeited. Because
of the uncertainty associated with this mandated change, we have decided
to distribute a three-month (rather than six-month) allocation during our
next penalty mail distribution (letters dated April 1). This policy change
also means that rental contracts on penalty mail meters should not extend
beyond September 30, 2003. More information will be sent via the Counties
listserv as it becomes available. We do not know if our replacement mail
funds will be provided in the form of a letter of credit, cash (lump sums
or periodic payments), or other sources. However, there will continue to
be some form of central allocation that can be used to support mail

LAST CHANCE TO CHANGE
YOUR eID FOR NO CHARGE!
This Friday, February 28, is the last day for all employees and
students to change their eIDs for no charge. Beginning March 1, there will
be a $50 charge to change eIDs. If, after February 28, your OzNet username
does not match your eID, then your OzNet username will be changed to match
your eID. Each user will be contacted before any changes are made to their
OzNet username. These changes are necessary for Research and Extension to
participate with the K-State Enterprise Authentication System (KEAS). The
goal of this system is to allow all users to access any participating
information system with a single username and password. For more

EMPLOYEE OF THE YEAR RECOGNITION AND
AWARDS NOMINATIONS DUE
A couple weeks ago, I asked our department heads, extension
directors, center directors, etc. to notify all K-State Research and
Extension employees about the second year of our program for Employee of
the Year Recognition and Awards.
We are continuing with four awards:
1) One Area/County Extension classified
employee or office professional award
2) One classified employee award for Agricultural Research Centers
3) One classified employee award for the College of Agriculture*
4) One unclassified employee award for the College of Agriculture*
Nominations are due to your department
head, Extension, or center director fairly soon. Nominations may be
submitted by anyone in the various offices. We do not want to limit who
nominates -- anyone can nominate anyone, including themselves.
*(K-State Research and Extension classified
and unclassified employees in other colleges are nominated and
recognized through those colleges.)
We have a great organization made up of
wonderful, hard working people. Please take the time to nominate a

KANSAS WATER PLAN, THE PLANNING
PROCESS
The best time to plan for a flood is during a drought and the best
time to plan for a drought is when we don't have one. All Basin Advisory
Committees meet during the last week of February and the first week of
March. The basin advisory committees are the method established in
Kansas for the voice of the people to be heard related to water quantity
and quality issues throughout the state. Thanks for your help in
announcing these meetings to Kansas Residents. Water quantity and
quality is important to all Kansans. I hope that you also will plan to
attend the one that is most important to you. More information about the
Kansas Water Plan, the planning process, and the basin advisory

HEALTHY HOMES SATELLITE VIDEO
CONFERENCE
This free national satellite video conference, March 27, 1 to 3 p.m.
Central Time, will present an update on the Healthy Home
Partnership, a program sponsored by HUD and USDA-CSREES that introduces
low-income families to environmental hazards around their homes. It will
provide updates on select topics covered in the Healthy Home booklet -
asthma, mold, and integrated pest management. Through video case
studies, viewers will learn about Healthy Homes programs in various
settings nationwide. The program will also feature presentations by
content experts in each field. Finally, participants will have
opportunities to interact with our speakers through question and answer
sessions.

HAZARDOUS OCCUPATION TRAINING
It's Hazardous Occupation Training time again. Some counties have
already completed their trainings. Most are still to come. For your
convenience, the Ag Safety & Health web site has links to Federal
Labor Law information, two new PowerPoint slide shows that follow the
"Safe Operation of Agricultural Equipment" textbook, and other
farm safety reference information. Just added to the web site this week
is a link to the 2003 Tractor Safety Test and the 2003 Machinery Safety
Test in pdf format. The tests were previously e-mailed to counties and
can now be accessed from the web site using Acrobat Reader. --Kerri

ORGANIC COST SHARE APPLICATION FORMS
AVAILABLE
The Kansas Department of Agriculture has released the application
form that organic producers must submit to KDA to participate in the
Organic Certification Cost Share Program. The application, a copy of
organic certification, and an invoice for the certification costs should
be sent to KDA. Up to $500 is available per producer for reimbursement
of organic certification costs.

Rates Publications for 2002 are available upon demand from the
Production Services Unit of the Department of Communications. The
30-page handbook is available to internal clients for $0.65 plus
