COUNTY PLAN OF WORK DUE DATE EXTENDED TO OCTOBER 1, 2003
As we all know from first-hand experience, this has been a year of complications and disruptions. Northwest Area Director Reba White’s Partnership meeting analogy, comparing our situation to "Continuous White Water" (a river-rafting term that refers to rocky rapids and rapid change), is quite apt. Along with other agencies, we continue to be plagued by unprecedented budget challenges that have caused us to adjust in ways that we would not have predicted several months ago. During this period of stress we initiated work on our next 5-year plan (5YP), then had our 5YP efforts further complicated by a Board of Regents mandate that we engage in an immediate Program Prioritization Process (PPP). The PPP is a means of identifying essential, very important, and important programs so that we have justification for not handing out across-the-board budget reductions as future budget shortfalls become real. The PPP occupied a great deal of time, particularly for our on-campus partners. On top of these and many other challenges, we have been faced with a host of retirements and resignations.

We have been and are continuing to do what we can to minimize the downside effects of these developments. The latest administrative response involves delaying the due date for our County Plan Of Work commitments. We are dropping back to October 1, 2003 rather than expecting POWs to be completed in early July. This change will give those interested in starting new collaborations time to have more involvement with the draft strategies currently being proposed under each of our new Long-Term Intended Outcomes. Please be kind to LTIO leaders who have stepped forward in the last few days and weeks to lead strategy development efforts. They are working for all of us and we should be appreciative of their extra efforts on our behalf. We will survive these challenges, as we have all the others, by working together for the benefit of the citizens of Kansas. --Randy Higgins rhiggins@oznet.ksu.edu

RETIREMENT RECEPTION FOR BENNY ROBBINS SCHEDULED FOR MAY 2, 2003
Benny Robbins, Southeast Area Director, will be honored with a retirement reception on Friday, May 2, 2003. The come-and-go reception will run from 3-6 at the Alliance Room on the third floor of the Municipal Building in downtown Chanute (corner of 1st and Lincoln). Ample parking is available in a lot on the west side of the building.

There is no registration for the reception, however, individuals wishing to contribute toward a gift for Benny may do so by contacting Cheryl Klingensmith at the SE Area Office. Letters of appreciation may also be forwarded to Cheryl who will combine them into a notebook for Benny to take with him as he begins his post-extension life.

SEVENTH ANNUAL K-STATE LEADERSHIP SEMINAR
What does the character of a “committed individual” look like? Who and what most influences the commitments you make? What are your current commitments and do they project/reflect your desired character?

REGIONAL SARE GRANTS AVAILABLE TO EDUCATORS
The Regional Multi-State Workshop and Conference Support Program provides up to $5,000 to support the direct costs associated with planning and hosting an event. The grant requires a 1:1 match.  Application information can be downloaded from: http://www.sare.org/ncrsare/MultiStateWshopConSpptGuidelines.pdf 
and are due quarterly - March 14, June 13, and October 13, 2003.

A Regional Travel Scholarship grant program will provide up to $2,000 (minimum of $500) to support the direct travel costs of participation in a professional development activity. DISCOVERY DAYS UPDATE ON REGISTRATION
The 2003 Discovery Days registration information will be available through the Kansas 4-H Youth Development web site, http://www.oznet.ksu.edu/4hyp/ , within a week. Registration will be offered at three levels of participation. Most importantly, deadline for registration will be April 25. BETTY LaTOUSH RETIRING AS SCOTT COUNTY EXTENSION AGENT
In May of 1986, Betty LaToush became the FACS agent in the Scott County Extension office. She is retiring this May, and we are planning a retirement gathering on May 23 in the commissioners room at the Scott County Courthouse from 2-5 p.m. We invite each of you to send letters, pictures, etc., to our office so we can make a memory album for Betty. FAIR JUDGES WANTED - TRAINING TO BE HELD
Needing to earn some extra money this summer, or just interested in helping youth? You are needed as a judge at the county fair. One of the challenges of most county Extension agents is hiring judges for the fair. If you are interested in being a judge, you are definitely needed. The judges' training will give you the confidence and knowledge needed to become a judge.

This training will focus on three subject matter areas including Fashion Revue/Clothing and Textiles, Plant Science, and Educational Exhibits . For those with judging experience, this will be a great refresher course. The training will be held in two locations: Manhattan on Monday, March 31, from 6:30 - 8:45 p.m., or Marysville at Good Shepard Lutheran School, on Tuesday, April 1, from 6:30 - 8:45 p.m.

PUBLICATIONS/PRODUCTION SERVICES UPDATE
New Library Videos Available

Two videos are being added to the Distribution Center Library. Both videos, V-568 2002 AQHA Judging Championship (English) and V-569 2002 AQHA Judging Championship (Western), were donated by K-State Horse Judging Team coach Julie Voge.

Order Forms Sent
Orders for publications from the Distribution Center, including a large group of 4-H publications, are due April 1. Both the Third Quarter Order Form and the 4-H CCS Order Form have been sent to local K-State Research and Extension offices and on-campus departments. Orders for the 4-H CCS publications are compiled and sent as a statewide order for maximum cost discount. Note that a copy of the 4-H CCS Order Form is available on the Secure Web site at: www.oznet.ksu.edu/prepubs . Please return orders by mail as soon as possible.

"CARBON SEQUESTRATION"
Charles Rice, Department of Agronomy, KSU, will present "Carbon Sequestration," Wednesday, March 19, 7:30 p.m., 1014 Throckmorton Hall. This talk is sponsored by the Northern Flint Hills Audubon Society, and will discuss how emission reductions of carbon dioxide can be met by agricultural soil carbon sequestration. --Judy Roe jroe@ksu.edu
