KATEY WALKER'S RETIREMENT RECEPTION
We are looking forward to celebrating Katey Walker's retirement at a
reception on March 31, from 3 - 5 p.m., in the Hoffman Lounge of Justin
Hall, K-State campus. We will have postcards at the reception for
you to write comments/memories that you would like Katey to treasure
over the years.
If you cannot attend the reception but
would still like to write comments to Katey, you can either write them
on your own postcard (with a beach or ocean theme) or request a postcard

KAMS EXHIBITING AT SALINA'S
MID-AMERICA FARM EXPOSITION
Kansas Agricultural Mediation Services (KAMS) will be meeting the
farm show crowd at the Mid-America Farm Exposition, March 25, 26 and 27,
Kenwood Park, Salina. The booth is located in Heritage Hall, space
C-107. Show hours are 9 a.m. - 5 p.m., Tuesday and Wednesday; and 9 a.m.
- 4 p.m., on Thursday. KAMS staff will have copies available of
the newsletter recently produced by KAMS, the Kansas Rural Family Help
Line, the Farm Analyst Program, Kansas AgrAbility, Kansas Legal Services

4-H FAMILY AND CONSUMER SCIENCES QUIZ
BOWL
The 2003 Family and Consumer Sciences 4-H Quiz Bowl Contest will be
held during Discovery Days.
The topic/theme will be Foods, Health and
Food Safety.
References used in 2002 will be used
again this year, with the addition of Level 4 from the 4-H Foods and
Nutrition Leaders notebook.

LEADERSHIP ASSET MAPPING
This April and May, four area workshops will focus on individual and
community leadership capacity building. "Mapping Our Assets: A New
Approach to Community Leadership," will explore leadership as an
influence relationship. The workshop will explore how personal influence
can be focused to improve the effectiveness of group work. Mapping and
utilizing influence assets, both on the individual and the community
level, will enhance the work success of extension agents, community
leaders, or anyone in a leadership role. For workshop dates, locations

APPLICATIONS FOR KARL ACCEPTED THROUGH
APRIL 15
Applications close April 15 for those interested in participating in
the 2003-2005 class of the two-year Kansas Agriculture and Rural
Leadership program -- which includes state, national and international
tours.
Agents, specialists and administrators
can help identify potential class participants by directing nominees to
the KARL web site. Applicants must complete a profile form that will be
reviewed by KARL's board of directors. An on-line application is
available at http://www.oznet.ksu.edu/karl
and must be completed by April 15. Hard copies can be downloaded from
the site as well.
Applicants will undergo a screening
process to isolate up to 45 candidates, who will then be invited for
personal interviews in May. New class members will be named in June.
This is the seventh KARL class since its
inception in 1990. Each class of experienced adult leaders consists of
30 individuals. The tuition fee for participants is $1,250 per year, or
a total of $2,500. KARL donors pay for the remainder of $11,000 cost per
person.

UPDATED FISCAL CONDITIONS & TRENDS
REPORTS NOW AVAILABLE
The Office of Local Government is pleased to announce the release of
the fourth annual county Fiscal Conditions and Trends reports. Reports
are available for each Kansas county and contain detailed revenue and
expenditure information drawn from county budget documents. The reports
are designed to aid county commissioners as they complete the budget
planning process but may be of interest to anyone concerned with county
government finance.
Copies of the report are now being
distributed to each county's extension office and clerk or
administrator. Additional print copies are available in limited
quantities. Reports are also available in electronic format upon
request.

PROVING A DIFFERENCE THROUGH JUNIOR
MASTER GARDENER
Junior Master Gardener evaluation instruments are up on the web for
all county offices to access and use. Evaluation pieces indicate
knowledge gain and fruit and vegetable preference which is a predicator
of fruit and vegetable consumption. Data will be turned into the 4-H
Office, where the information will be analyzed and a report sent back to
individual counties. The department will analyze the information
regardless of whether or not the program is FNP-funded.
The instruments can be accessed on the
web sites of FNP under evaluation, or 4-H Youth Development under JMG.
These instruments are for grades 3 through 6. We will be moving to a
scannable format as soon as possible. Be sure to access the web each
time for the latest instrument. An instruction sheet should provide all
the information needed to conduct the evaluation. Every attempt will be
made for instruments turned in by August 1, to have summarized reports
back to counties before October 1, for agents to complete their agent

QUIZ BOWL COMPETITION TEACHES KANSAS
TEENS 'LIFESMARTS'
Twelve teams of high school students from across Kansas competed for
the title of state champion in the 2003 Kansas LifeSmarts Competition
held Monday, March 10, at Wichita State University. The teams qualified
for the state competition after a preliminary online state-wide
competition.
LifeSmarts is a program of the Kansas
Council on Economic Education, which is housed at WSU. LifeSmarts is a
consumer education competition that tests teens in grades nine through
12 on issues related to personal finance, consumer rights and
responsibilities, health and safety, the environment, and technology.
The team of Kyle Hesed, Tanner Polzin, Isaac Schneider, and Evan
Besperat, representing Barton County Special Services, won the quiz-bowl
style competition. The team and their advisor, Linda Ary, will travel to
Orlando, Florida, in April to represent Kansas at the national
LifeSmarts competition.
Teams from Haven High School and Salina
South High School took second and third place honors. The Miami County
4-H Team made it to the quarter finals of the double elimination
tournament. Jodi Besthorn and Steve Fisher assisted in conducting the
contest.
Kansas Gas Service, a division of ONEOK;
American Independence Funds; and the Office of the Kansas Attorney
General; sponsored the LifeSmarts competition.
The KCEE and the Centers for Economic
Education at each of the state's six regents universities help give
Kansas students a strong foundation in economics by providing their
teachers with economic education training and professionally developed
curriculum and classroom materials.

MINUTE MAID JUNIOR MASTER GARDENER
GARDEN TOOL SET OFFER AND CHILD GARDEN GIVEAWAY CONTEST
Minute Maid and the nationwide Junior Master Gardener program are
giving away ($2.95 for shipping and handling) 5,000 co-branded, high
quality gardening tool sets until May 15, 2003, or while supplies last.
To receive the set, children, 12 years of age or younger, must send in a
hand-drawn picture of the garden they want to grow along with $2.95 for
shipping and handling. These pictures also are automatically entered
into the Minute Maid JMG Child Garden Giveaway Contest, where one
grand-prize winner will be selected by a celebrity gardener to win
gardening supplies (approximate retail value $500), which can be used to
grow their favorite garden.
In conjunction with the Children's Better
Health Institute (CBHI), JMG and Minute Maid will place three
advertorials that support the program's components in seven CBHI
national children's magazines, such as Jack and Jill, Humpty Dumpty, and
US Kids. The Saturday Evening Post will also run advertorials
during the three-month campaign. A television advertising campaign
promoting the Minute Maid JMG Garden Tool Set Offer and Child Garden
Giveaway Contest will be aired on the Home & Garden TV channel.

INTERNET GUIDE FOR SMALL COMMUNITIES
The National Center for Small Communities recently published Getting
Online, a 74-page book that moves small communities further along the
information-technology path. Topics covered in the guide include the
Internet (hardware and software requirements), Internet service
providers and other issues related to access, effective search
strategies, and issues of security and privacy. It's also a how-to guide
for putting local government online, including web site development,
domain registration and marketing, recommendations for site content, and
tips on encouraging public access and use. The guide also describes how
electronic commerce benefits small businesses, and identifies specific
roles that local leaders can play in encouraging e-commerce
applications.
The guide is available in discounted,
bulk quantities to organizations and agencies. The minimum bulk discount
order is $120 for 80 books. Single copies are available for purchase for

EXTENSION WATERSHED SPECIALIST
POSITIONS TO BE ANNOUNCED
A position announcement will be released in the next couple of days
for an internal search for 2.5 FTE Extension Watershed Specialist
positions. (2 Full-time, Temporary; and 1 Half-time, Temporary) These
positions will be on an annual contract subject to renewal for a total
of three consecutive years.
The positions will be available in the
following river basins with the office location to be determined:
1. Upper Delaware River/Nemaha, Brown, Atchison, and Jackson Counties
(0.5 EFT)
2. Lower Kansas River/Shawnee, Douglas, Jefferson, Leavenworth, and
Johnson Counties (1.0 EFT)
3. Marais des Cygnes River/Miami, Franklin, Osage, Linn, Lyon, and
Anderson Counties (1.0 EFT)
The screening of applications will begin
April 1, 2003 and the positions will be available after May 1.
