CHANGE IN COUNTY/DISTRICT 5YP ACTION PLAN EXPECTATIONS
We have decided to ask Extension agents to update EXISTING Action Plans, rather than requiring that they replace their current Action Plans with new efforts that must conform with our new Long-Term Intended Outcomes and evolving strategy statements. The due date for these updated plans remains October 1, 2003, the same as the Program Accomplishment Reports. This adjustment is coupled with an expectation that the overall master 5YP development process will continue without the pressure for counties to build upon a structure that is still evolving. By extending the plan for a year, we can use part of our January annual conference to continue discussing how teams and individuals will effectively tie into our master plan.

A telephone conversation that Randy had with Bart Hewitt, Program Analyst with Planning and Accountability, Office of the Administrator, Cooperative State Research, Education, and Extension Service, provided the necessary assurance that making this decision will not adversely affect our federal funding. It also appears likely that CSREES will be publishing notification in the Federal Register soon, notifying states that the current 5YP cycle will be extended so the results of a federal audit of the existing process can be considered in formulating the next 5YP guidelines and to give the national office more time to develop an electronic report management system. The decision to update, rather than replace, county/district plans in Kansas makes additional sense when the shortage of meeting dates and travel dollars for joint specialist/agent dialogue is considered. Slowing the county adoption curve will also give our software development group more time to get RETORIC (our electronic reporting system) operational.

AGRONOMY BBQ PICNIC/RETIREMENT RECEPTION
The Kansas State University Department of Agronomy cordially invites you to a BBQ picnic/retirement reception at the KSU Agronomy Farm, 2200 Kimball Avenue, on Saturday, June 7, to honor Bill Eberle, Paul Ohlenbusch and Gary Paulsen for their years of service to the Department of Agronomy and Kansas State University.  The evening will begin at 5:30 with visiting and fellowship, followed by supper at 6, followed by the program beginning at 6:45.

You may participate in the following ways:

1. A letter or note from you...handwritten or typed, folded or not folded, any shape or size...for a book of letters to be presented to each of them at the party.  You may include a letter for one of them or all three of them, whatever you please.

2. You are also invited to share in the purchase of retirement gifts for them.  Your check need not be large (perhaps $5.00 to $10.00) to enable us to provide nice gifts.

3.  Please send reservations to Retirement BBQ, Kansas State University, Extension Agronomy, 2014 Throckmorton Hall, Manhattan, KS 66506-5504.  There is a $13.50 per person charge for the BBQ supper. Please make checks payable to Agronomy Social Club. The reservations, letters, and gift contribution can be mailed to the same address.

BASIN ADVISORY COMMITTEES MEET DURING LAST WEEK OF MAY AND FIRST WEEK OF JUNE  
These meetings will begin with a general presentation of the draft water plan for 2005.  They will then have a formal hearing to receive input regarding this draft Kansas Water Plan. Important issues addressed include preventing loss of life below watershed dams, enhancing stream flow for aquatic and water quality purposes, and protecting streams form polluted runoff. The basin advisory committees are the method established in Kansas to receive public input regarding water quantity and quality issues throughout the state. 

The dates for the BAC meetings are as follows: 

May 27 - Marais des Cygnes 
May 28 - Cimarron 
May 29 - Upper Arkansas and Walnut 
May 30 - Neosho 
June 1 -  Missouri 
June 2 -  Smoky Hill-Saline and Solomon 
June 3 -  Upper Republican and Verdigris 
June 4 -  Lower Arkansas 
June 5 -  Kansas-Lower Republican 

Thanks for your assistance in announcing these meeting dates to Kansas residents in your area. Water quantity and quality is important to all Kansans. I hope that county Extension offices will be represented at the basin meeting that is most important to your county. KANSAS YOUTH LEADERSHIP FORUM
It is time to recruit instructors and facilitators for the 4th Annual Kansas Youth Leadership Forum, to be held November 21 - 23 at Rock Springs 4-H Center.

This conference, designed for youth, ages 14 - 18, will include speakers, track sessions, service learning, consulting groups and the election of the 2004 Kansas State 4-H Youth Leadership Council.

We're recruiting proposals for track session instructors/presenters and consulting group facilitators. The Kansas State 4-H Youth Council members hope that you (or one of your volunteers) will be interested in sharing your expertise or talent with one or more of these opportunities.

PUBLIC AUCTION HAUNTED HOUSE EQUIPMENT - SATURDAY, JUNE 28
This auction is at 10 a.m., rain or shine, Wyandotte County Fairgrounds. The auction will be held in an enclosed fairgrounds building.

Wyandotte County 4-H has sponsored a 4-H Haunted House located at the Wyandotte County Fairgrounds for the past twenty-five years. On June 28 they will hold a dispersal sale of equipment used over the years to put on this annual fund raiser. Many of the large items were purchased new and are suitable for use in a large commercial haunted house operation. Some of the large items were constructed by 4-H volunteers and would work well in smaller haunted houses run by nonprofits or home owners decorating for Halloween.

Directions to Wyandotte County Fairgrounds: 98th & State Ave./24-40 Hwy., Kansas City, KS (1/2 mile east of NASCAR track). Restrooms available. Lunch also available.
