RURAL DEVELOPMENT TRAINING
With the challenges that face rural Kansas in creating improved economic opportunities and enhancing its quality of life, offering additional assistance and support to our communities becomes increasingly important. As recently reported by the Kansas Legislature, the need for expanding our State's rural community development capacity greatly exceeds current programs.

In the past, USDA Rural Development has offered "advanced community development training" to select Agency staff. Chuck Banks, USDA Rural Development State Director, decided the same training should be offered to a wider audience, ultimately making it available to rural community leaders across Kansas.

On behalf of USDA Rural Development and in cooperation with the Kansas Rural Development Council, Chuck would like to invite Extension faculty to join USDA RD in the first round of "Grassroots Community Development" to be offered June 23-27 in Great Bend.

The program has been developed by the University of Missouri Extension Service, and will be presented by staff from MU and Kansas State University. It is the hope of Chuck Banks that this effort, along with additional future sessions, will lay the foundation to assist rural Kansans to better evaluate and build upon the strengths and opportunities of their local regions.

Chuck looks forward to your participation in the "Grassroots Community Development" program. For a copy of the program agenda and registration form, please e-mail Steven Graham at sgraham@oznet.ksu.edu . If you have any questions regarding this program, feel free to contact Chuck Banks, USDA Rural Development State Director, at 785-271-2777; or Steve Bittel with the Kansas Rural Development Council at 785-271-2738. --Steven Graham

These counties/districts wanting to participate in the state bulk order and discount for future updates and technical services must reply to the state 4-H office no later than close of business (5 p.m., CDT), Monday, July 21, 2003. KANSAS HOSTING NATIONAL WALNUT CONFERENCE
Kansas is hosting the first-ever joint annual meeting of the Walnut Council and the Plains and Prairie Forestry Association (PPFA), from July 27-30, at Pittsburg State University. It will be a unique opportunity for agents, landowners and other educators to see the latest in research and technology related to walnuts and pecans. Plus, they'll be able to meet and exchange ideas with tree farmers and experts from across North America. Co-hosts for the event are the Kansas Chapter of the Walnut Council, the Kansas Forest Service, Pittsburg State University, and K-State Research and Extension. Field trips will include visits to the Columbus Land Company Tree Farm, K-State's Pecan Experiment Field, and Pittsburg State's Kansas Technology Center.

Register before July 11, and the conference registration fee is just $95, which covers all travel to field sites, field-tour lunches, refreshment breaks, handout materials and the banquet. The complete agenda and registration form is available online at http://www.walnutcouncil.org/registrationform.htm .

CRAWFORD COUNTY TEAM IS VICTORIOUS IN STATE 4-H FCS QUIZ BOWL
In a finals that pitted two teams from Southeast area counties in the 2003 Kansas 4-H Family and Consumer Sciences Quiz Bowl, Crawford came out on top over runner-up Labette. In order to reach the finals, both counties firsted competitors from Marshall and Shawnee counties.

Held in venues of the College of Human Ecology, on June 5, the finals highlighted a day filled not just with competition but education, discovery and interaction with other participants, coaches, parents, and the faculty and administrators. In addition to individual and counties glass trophies, the top and runner-up teams are eligible for $250 scholarships if they enroll in the College of Human Ecology, and Dr. Denis Medeiros, Head of Human Nutrition, offered an additional $50 dollars if they major in Human Nutrition. Crawford County also receives $300 toward a customized educational tour in Family & Consumer Sciences they will plan and take in the coming months.

Justin Hall was purple, white and green from the moment one entered any door. Between rounds, participants and spectators were treated to action tours of the Stone House Child Development Center, the Universal Lab that assists students in understanding the needs of differently abled individuals, as well as the Sensory Testing lab where they helped participate in a small research project.

All participants received water bottles and color photos of their teams as well as a healthy lunch! 4-H extends its special thanks to Dean Carol Kellett; Dr. Paula Peters, Assistant Director for FCS programs; Margaret Phillips, Assistant State FCS Program Leader; and Linda Heiens, Administrative Specialist, FCS Programs; for their leadership. In addition we want to thank all of the agents, specialists, and faculty who helped in so many ways throughout the day. Gary Gerhard ggerhard@oznet.ksu.edu

KSF 2003 EXHIBITOR HANDBOOK NOW AVAILABLE FOR DOWNLOAD
Many of you probably already have your 2003 Fair Books. They were distributed at Discovery Days last week. If you need extra copies or someone calls your office needing to look something up, the 2003 Exhibitor Handbook for the Kansas State Fair is now available for download on their web site. Since this takes several steps to accomplish, I offer these instructions: http://www.kansasstatefair.com

1. From the main page select in the left column "How to Participate."
2. On this next window select in the left column "Competitive Exhibitors."
3. In Competitive Exhibitors' window scroll down to the bottom to the category drop-down box and select "4H,  FFA & Scouts."
4. At the bottom of the page is a Document Download. Select the information you need; most of you probably will be selecting 4H or 4H and FFA Combined. You can also choose to download the schedule of events.

Special Note: I have found that it is best to use the Microsoft Internet Explorer as your browser rather than Netscape Communicator. You may have difficulty getting to the Document Downloads using Netscape.

ANNOUNCING A FALL 2003 STATE SHOOTING SPORTS MATCH
Due to tremendous growth in the 4-H Shooting Sports program across Kansas, the Shooting Sports Action Team has decided to provide two State Finals Matches during the 2003-2004 4-H year. The decision to divide the event came after lengthy deliberation. Both finals events will identify Kansas 4-H's representatives to the National 4-H Shooting Sports Match to be held in Columbia, MO, in June 2004.

Since most Kansas communities do not have places close enough to one another capable of accommodating the varied disciplines, splitting the finals between Fall and Spring Matches will enable more counties to be able to be considered to host the event. Also, the intention is to make them one day events, rather than adding to the cost of participation with overnight lodging requirements for many contestants.

The Fall State Finals Match will include the following disciplines:

Shotgun
Small Bore Rifle
Small Bore Pistol
Muzzle Loading

The Fall 2003 State Finals Match will be held in Hutchinson. The tentative dates being held are October 4 and October 11.

The Spring State Finals Match will include the following disciplines:

Archery
BB Guns
Air Rifle
Air Pistol

The Spring 2004 State Finals Match will be held in Emporia. The tentative date being held is April 17, 2004.

More information will be e-mailed to you and your Shooting Sports project coordinators and placed on the web in the days to come. Please monitor The Tuesday Letter for updates. --Gary Gerhard ggerhard@oznet.ksu.edu
