NEW PLANNING GUIDE FOR RURAL RESIDENTS
The National Association of Counties recently published the “Planning for Results Guidebook” that outlines a process for rural community residents to follow in designing and conducting a local planning process.

Includes sections on helping people:
* Develop a broadly shared vision of the future based on an accurate understanding of their local economy and resources;
* Understand their own economy within the context of regional, national, and global economies;
* Learn about their natural and cultural assets, and about the impacts development can have on those resources;
* Understand how local natural and cultural assets influence (and are affected by) population growth and development; and
* Effectively manage growth and change by using a wide variety of both regulatory and non-regulatory tools to protect or enhance local assets.

PURPLE TABLE COVERS - LAST CHANCE TO ORDER!!
We are about to place orders for Purple Table Covers with the K-State Research and Extension logo in white. These are heavy cloth table covers with vinyl printing on them. They hold up well and are washable.

I have found another vendor who offers slightly smaller table covers, (60x132 vs. the ones we ordered last time which were 60x156), which end up costing quite a bit less. So, please consider these new prices and let me know, BY JANUARY 19, if you would be interested in ordering one or more purple table covers.

If we order 6-24 Table Covers, they will cost $77.00 each; 25+ Table Covers will cost $58.00 each.

I am pretty confident that we can put together a large enough order to get to the price break of $58.00 each. ANNOUNCEMENT: LECTURE ON CRITICAL ISSUES IN PUBLIC HEALTH
January 15, 2004, 3 p.m. in Forum Hall, K-State Student Union

Dr. Michael Blackwell, former Assistant Surgeon General of the US Public Health Service and current Dean of the University of Tennessee College of Veterinary Medicine, will present a lecture on "Critical Issues in Public Health" at 3 pm on Thursday, January 14, 2004, in Forum Hall of the K-State Student Union. Refreshments will be served prior to the lecture in the foyer of Forum Hall.

Dr. Blackwell earned his BS and DVM degrees from Tuskegee University, his Master of Public Health degree from Loma Linda University, and Certification in Epidemiology from the US Public Health Service (PHS). He spent several years in private practice in Oklahoma prior to joining the FDA's Center for Veterinary Medicine (CVM) in September 1977. He was appointed Chief Veterinarian of the PHS and Deputy Director of the CVM in June 1994. He served in advisory roles for all Surgeon Generals from C. Everett Koop to David Satcher. In February 1999, he was named Chief of Staff, Office of the Surgeon General.

Dr. Blackwell has been recognized many times for his outstanding accomplishments. He received the US Public Health Service's highest and second highest honors: the Distinguished Service Medal in 2000, and the Meritorious Service Medal in 1998. In 1999, the PHS named him Veterinarian of the Year, and twice during his career, the Office of Surgeon General awarded him the Exemplary Service Medal. In August 2000, he was appointed Dean of the University of Tennessee College of Veterinary Medicine. WICHITA GARDEN SHOW 4-H CONTESTS
The State 4-H Horticulture Judging Contest and the 4th Annual 4-H Photography Extravaganza will be held at the Wichita Garden Show in Century II Convention Center, Wichita. The Horticulture Contest will be Saturday, March 6. The 4-H Photography Extravaganza will be Friday, March 5, and Saturday, March 6.

Contest brochures and registration forms were mailed to each county/district. The information will also be posted on the state 4-H web site, http://www.oznet.ksu.edu/4h/JMG/2004StateHortContest/Wichitagardenshow.htm .

NEW WEB SITE ON LAWS AND REGULATIONS IMPACTING SMALL BUSINESSES
The U.S. Small Business Administration recently launched a web site featuring information about state and local government laws and regulations that impact small businesses. For each state, the site links to pertinent regulations on subjects ranging from business taxes to worker's compensation to building codes.
