PARTNERSHIP
MEETINGS COMPLETED
Our annual meetings around the state with County Extension Board and
District Governing Body Chairs were completed last week. These five
meetings provide another opportunity for Extension Administration (and
agents who choose to attend) to dialogue with leaders elected to help
guide and manage local Extension programs across the state of Kansas. The
agenda included presentations on budgets, open positions and related
personnel issues, the vehicle purchase moratorium, county/district
staffing plans, progress in alternative revenue generation, factors
affecting the administration of county grants, districting - what, how,
and why it might be appropriate, area and 4-H updates, strategic planning,
new potential benefit options for office professionals, and a host of
related topics.
We thank all of those attending. The
feedback we received will help as we collectively continue the process of
restructuring Extension within our state. As always, please continue to
forward suggestions to us so that K-State remains the choice of unbiased,

REGISTRATION
DEADLINE
February 15 is the last day for registration for the United Association
Conference, March 4 and 5 in Wichita. The conference features keynotes by
Dr. Ron Crouch, noted demographer from Kentucky; and Ron Willis,
motivational speaker from Kansas. Over 20 different workshops are offered
during the two-day event.

The conference is a collaborative effort
from five associations --- Kansas Association of Family & Consumer

of Family and Consumer Science, and Epsilon Sigma Phi. Any K-State
Research and Extension staff member is welcome to attend.

'UNLOCKING
PROGRAM POTENTIAL THROUGH KEY VOLUNTEERS"
The "Unlocking Program Potential Through Key Volunteers"
training session is Wednesday, February 18, 10 a.m. to 3 p.m., at the
Lyon County Extension Office. Cost is $10, which includes lunch.
What kind of key volunteer do you need?
During this session we will help you assess your overall 4-H volunteer
management system and identify a key volunteer to recruit.
We encourage you to invite a 4-H PDC
member to attend with you. As a team, this will strengthen the volunteer
management system plan you make that day and give ownership to those who
can help in the implementation when you get home.

RETIREMENT
RECEPTION FOR LINDA CARR
The Montgomery County Extension Office and Montgomery County FCE
membership will host a retirement reception for Linda Carr, CEA, FCS, on
Friday, February 27, from 1 to 4 p.m. in the USDA Service Center Meeting
Room, 410 Peter Pan Road, Independence. Linda will be retiring March 1,
after 40+ years with the Extension Service.
Letters, cards, contributions, etc., may

NW KANSAS
REGIONAL 4-H SHOOTING SPORTS MATCH
Ellis County Shooting Sports Club will host the Northwest Regional
State 4-H Shooting Sports Qualification Match and Open 4-H Shooting
Sports Invitational Match on February 28. Contestants must have received
instruction in their local 4-H shooting sports program for all
disciplines in which they enter. This event is open to any participant
in 4-H shootings sports and is not limited to youth in the NW Extension
Program Area. The Match has been approved by the State Match Chairs as a
State 4-H Shooting Sports Match Qualifying Event.

NEW SET OF
COMMUNICATIONS FACT SHEETS NOW AVAILABLE
K-State Research and Extension's Department of Communications has
just released a new set of fact sheets containing communications ideas
for newsletters, Web sites, advertising, media kits and
videoconferences. The fact sheets are free, and available at http://www.oznet.ksu.edu/Communications/OrgResources/FactSheets.htm
. Also available at that site are fact sheets on press conferences, news
releases, public service announcements, publications and radio.
The fact sheets are being developed by
the K-State Research and Extension marketing team, working closely with
other communications staff. Each fact sheet is supported by recent

AGRICULTURAL MEDIATION SERVICES (KAMS) TOLL-FREE NUMBER
Just a reminder - The Kansas Agricultural Mediation Services (KAMS)
office has a toll-free number available for Kansas farmers and ranchers
to call for information and assistance. When making a referral to KAMS,
the number to call is 1-800-321-3276. KAMS offers agricultural financial
counseling, legal assistance and mediation opportunities to the Kansas
Ag community. Calls to the 800# are free and confidential. The KAMS
staff appreciates the referrals from offices across the state. If you

REMINDER
Premiums for State of Kansas health insurance and flexible spending
accounts are deducted from paychecks on a semi-monthly basis. Deductions
are taken 24 times per calendar year. No deduction is taken from a third
paycheck in a month. We received three paychecks during the month of
January 2004. Therefore, the third paycheck issued on January 30, didl
not have a deduction for state health insurance and/or KanElect flexible
spending account. Those K-State Research and Extension faculty who have
federal benefits did have a deduction for health insurance.

DR. JAMES R.
COFFMAN'S LECTURE HAS BEEN RESCHEDULED
Dr. James R. Coffman's lecture on
"The Relevance of the Land Grant Mission in the 21st Century"
has been rescheduled. The seminar will be Monday, March 8, in the KSU
Alumni Center Ballroom at 3 p.m. Dr. Coffman is Provost and Professor of
Clinical Sciences at Kansas State University. Before becoming the
Provost in 1987, he was Dean of the College of Veterinary Medicine. Dr.
Coffman has authored or co-authored over one hundred scientific papers
and has served as an editorial board member or as editor of five major
journals. He was president of the American College of Veterinary
Internal Medicine (1978-79) and of the American Association of Equine

ARE YOU MISSING
PIECES OF THE WELLNESS PUZZLE?
The Kansas Nutrition Council invites you to attend the 2004 KNC
Conference in Wichita on Friday, April 2. This year’s theme is “Are
You Missing Pieces of the Wellness Puzzle? Let’s Talk Physical
Activity and Behavior Change.”
Featured speakers include Stewart Trost,
PhD, of the Community Health Institute at Kansas State University. Dr.
Trost will share information regarding physical activity promotion
programs on a state, national and international level.
James Early, MD, is the Director of
Weight Management Programs at Via Christi Medical Center. Dr. Early will
help participants assess whether the health promotion messages they are
using are working to get people to be more active. He will guide the
audience in discussion to consider new approaches.
The afternoon sessions will focus on
lessons learned from the Walk Kansas health promotion promoted by
K-State Research & Extension and a district-wide health promotion in
Goddard Public Schools.
Susan Adkins, a private therapist and
former director at the Menninger Clinic in Topeka, will complete the day
by discussing how to recognize and overcome resistance to new behaviors
while avoiding conflict.

NATIONAL 4-H
HALL OF FAME
Kansas will have two of the 24 inductees into the Class of 2004
National 4-H Hall of Fame - Arthur Capper and Otis Hall. They will join
J. Harold Johnson and Merle Eyestone who have previously been inducted
into the Hall of Fame representing Kansas.
Who was Arthur Capper? A Senator. A
Governor. A publicist. A philanthropist. A good man who influenced
countless young people, he's also known for "The Capper's
Weekly." Born July 14, 1865 in Garnett, KS, he provided a
foundation for the Kansas 4-H movement through his contributions to
young people.
Otis Hall served as Kansas' first State
Leader of Boys' and Girls' Club Work from September 1, 1914 to March 31,
1920. In 1918 he was one of 15 state leaders who entered a contest
submitting words for a 4-H Pledge. His words are those so familiar to
4-H'ers across the country who've recited and lived them over the years.
During World War II, a cargo ship was named after him when Kansas
4-H'ers sold $2 million in war bonds.
Descendents of Otis Hall, the Talmadge's
of Massachusetts, plan to attend the ceremonies which will take place
during National 4-H Conference in March.
"Kansas is proud of their rich 4-H
heritage and those who have pioneered the path. . .and as current
K-State Research and Extension faculty, we will continue to deliver and
support educational programs for the young people we serve," said a
member of KAE4-HA who assisted with the nomination process for Capper
