UPDATE ON NEW 5-YEAR PLAN
Long Term Intended Outcome (LTIO) statements, the basis of the new 5-year plan, were shared during the K-State Research and Extension Annual Conference and Annual Partnership meetings. Writing team leaders have received comments and results compiled from the priority surveys distributed at Annual Conference. LTIO writing teams should reconvene to finalize the LTIO statements by March 30 prior to preparation and publication of the public document – the new 5-year plan.

The LTIOs provide guidance for the next level of program development—the development of key Action Plans using the logic model framework. These state-level plans are being developed by project/action teams and individuals between now and the end of February.

These state-level action plans submitted to Planning and Reporting will be posted online (as they become available) and will be the focus of the Spring Action Conferences in late March and early April. Example plans will also be available for viewing. Extension agents will have the opportunity to work with their Program Development Committees to localize the educational plans. The County/District Action Plans will then provide the detail necessary for implementation of the new 5-year plan beginning in January 2005. These action plans are due in Planning and Reporting October 1, 2004; earlier dates may be set at the discretion of Area Directors.

As noted in the January 13 Tuesday Letter, faculty holding extension tenths need to develop new or update current Action Plans. Researchers who are participating in team projects with extension faculty should collaborate in updating Team Action Plans. Researchers who are due to submit new projects should use the recently updated K-State Research and Extension Action Plan template, and make sure that their Action Plans align with the new 5-Year Strategic Plan. New 5-Year Action Plans should be delivered to the K-State Research and Extension Contracts and Grants Office by March 15. ANNUAL CONFERENCE PRESENTATIONS
Gerry Snyder, Multimedia Specialist with Information and Educational Technologies, posted the January, 2004, Annual Conference PowerPoint presentation delivered by Mark Drabenstott, Director, Center for Rural America, Federal Reserve Bank, Kansas City, to the K-State Research and Extension Intranet. Mark's presentation is entitled: "Helping Regions Compete: The New Mandate for Land Grant Universities." You can also review the presentations of George Ham, Forrest Chumley, and Randy Higgins (minus the audio) at this site. Log on to the Intranet, open the Secure Web pull-down menu, select Annual Conference, and follow the directions to launch the presentations. STATE FAIR BOARD APPOINTMENTS
Two positions on the State Fair Board (Southeast Kansas and South Central Kansas) are up for appointment/reappointment by the Governor. K-State Research and Extension Area Directors make three recommendations to the Governor for each position. Agents can let individuals with potential interest know about the positions and ask them to contact their Area Director. Nominations are soon due so we are asking interested individuals to send a letter of interest and qualifications to their Area Extension Director by February 20. Citizens appointed for these positions shall be actively involved in agriculture production or agribusiness.

The following counties are in the Southeast Kansas State Fair Board area: Chase, Lyon, Osage, Franklin, Miami, Coffey, Anderson, Linn, Bourbon, Allen, Woodson, Greenwood, Elk, Wilson, Neosho, Crawford, Chautauqua, Montgomery, Labette and Cherokee. Contact Area Extension Director J.D. McNutt.

GROWING GROWERS TRAINING PROGRAM
Growing Growers is a new program, funded by USDA-SARE, aimed at training new market gardeners and improving the skills of existing growers in sustainable and organic methods. It is a combined effort of K-State Research and Extension, University of Missouri Extension and Outreach, the Kansas Rural Center and the  Kansas City Food Circle, and specifically targets the Kansas City "food shed," a circle with radius of about 100 miles from Kansas City. However, the growing skills being taught under the project are not specific to Kansas City, and so the training activities under the project will be of interest to a broader audience, including advanced home gardeners. A main aspect of the training program is the establishment and support of an apprenticeship program, so that new would-be growers can learn in a practical setting. To augment the quality of the training, we are conducting a series of workshops on specific topics throughout the course of the year. These generally involve instruction on particular topics by both knowledgeable growers and by university or extension specialists, and typically will include a farm visit to see real world examples of the topics being discussed. These workshops are open to the general public. Our first workshops will be:

SOIL BUILDING FOR VEGETABLE AND FRUIT CROPS

4-STATE CROPPING SYSTEMS CONFERENCE
The 4-State Cropping Systems Conference will be held at Kansas State University, March 11-12. The theme is "Extending Cropping Systems to the Producer," and our target audience is the County Ag Agent. 

We have put together an exciting slate of speakers that will provide insight on just how to put together an educational program that will motivate producers to change. Our keynote speaker is Jay Barbuto from the Department of Agricultural Leadership at the University of Nebraska, Lincoln. He is an expert in his field. In addition, teams of county agents from each of the 4-States of North Dakota, South Dakota, Nebraska, and Kansas will present some of their innovative approaches to providing cropping systems education at the county level.
