EXTENSION STRATEGIC PLANNING
Thanks to your help, we have largely finalized assembling the recommended list of participants for involvement as a core work group that will help determine major components of our long-term Extension Strategic Plan. The membership list will be released after we contact those nominated and gain their commitment to serve. At the moment, our list includes six ex-officio members (K-State/KSRE administrators), two facilitators (one external to KSRE and one KSRE employee), 15 KSRE faculty, and 25 non-K-Staters (other educators, consultants, crop and livestock producers, legislators, county commissioners, State Extension Advisory Council members/Board Chairs, agribusiness and association members, state agency representatives, past 4-Hers, lay people, and others). This is a very large group, although it is likely that some will decline to serve for various reasons. A subgroup will be convened in April
to determine the work plan for the larger group. 

If you are contacted and asked to participate, we hope you will consider being involved in this effort. We are expecting that this group will help determine how we should approach some aspects of restructuring and restaffing so we maintain and expand Extension's relevance in a future where the demographics and expectations of our clientele, the role of partners and competitors, the capabilities of technology, and uncertainties associated with funding continue to evolve. --Randy Higgins rhiggins@oznet.ksu.edu

 

EXTENSION DISTRICTING UPDATE
Central Kansas Extension District # 3, comprised of Saline and Ottawa Counties, is on track to be operational July 1, 2004. Executive Boards and County Commissioners have completed all the appropriate legal requirements. The Attorney General is currently reviewing a signed operational agreement for the district, along with other documentation of districting requirements. Citizens in both Saline and Ottawa counties supported the districting resolutions published by county commissioners by allowing the 60 day protest period to pass without protest.

There is significant interest developing in the Extension District form of local governance, with several groups of counties meeting over the past couple of months to discuss merging their Extension Councils into Districts. One such group of counties will be meeting with commissioners in the coming weeks to request action on districting resolutions.

Jim Lindquist was recently invited to discuss the districting process with county commissioners from 17 Northeast Kansas counties during their county officials association meeting. Several indicated they would be open to additional discussion about Extension District formation. ANNUAL CONFERENCE NOTICE
After reviewing the survey responses and meeting with Curtis Kastner and the steering committee for the 2004 Annual Conference, we have decided to ask for your assistance in planning the next Annual Conference dates and who you would like to see on the steering committee. If you would like to volunteer, or would like to nominate someone to serve on this steering committee, please let us know.

The general consensus of the comments received is that Fall is the best time to have the Annual Conference. With this in mind, we are asking you to help us by telling us about any major meetings/conferences, etc., that are scheduled between the dates of September 27, 2005 and November 5, 2005.

RECOGNIZING AND PREVENTING SEXUAL HARASSMENT
"How to Recognize and Prevent Sexual Harassment" is the topic of a training session sponsored by K-State's Division of Human Resources. It will be held on Thursday, April 8, from 8:30 a.m. to 10:15 a.m. in Room 212 of the K-State Student Union.

Susana Valdovinos and Pam Wilkie of K-State's Office of Affirmative Action will present the training. They will help those in attendance identify what creates a "hostile environment" in the workplace or in the classroom. The university's policy regarding sexual harassment will also be reviewed.

I would encourage each department and unit to be represented at this session. To register, e-mail Employee  Relations and Training at training@ksu.edu . Provide your name, department, employee ID (required), course title and session date. An e-mail response to the sender will confirm the registration. Questions about the content of the April 8 session should be directed to Human Resources at 785-532-6277. 

The Affirmative Action Office staff is also available to present sessions on recognizing and preventing sexual harassment for supervisors and/or employees in individual departments. I would encourage departments to periodically schedule sessions on this topic with the AA Office. CHANGING TAX WITHHOLDING
This is the time of year that some individuals may want to review and change their federal and/or state tax withholdings. The current withholding information is printed on the pay voucher in the upper right hand corner.

HELP CHOOSE FUTURE 4-H MATERIALS
Vote for your top choices using the online 4HCCS Product Interest Survey. Responses will be used to fund and develop new products for 2006! Encourage everyone involved with 4-H (youth, leaders, parents and staff) to complete the short online survey at http://www.n4hccs.org  by APRIL 15!!! TWO NEW OFFERINGS SCHEDULED ON FRONTPAGE WEB AUTHORING
The next TechBytes technology series will feature an overview of new features in FrontPage 2003. This includes the new interface, a HTML optimizer that generates "cleaner" code, Dynamic Web Templates, Design Layers, new interactive buttons and several other features. The program is at 10:30 a.m., April 1, KSU Hale Library, Room 501. Video and resources from this program will be posted at the TechBytes Web site at  http://www.ksu.edu/techbytes/ .

The next FrontPage 2002 training class is scheduled for Wednesday, April 7, 8 a.m. - noon. This is an introductory, hands-on class covering text, tables, hyperlinks, inserting digital images, and exploring many additional features. Several spots are still available. SUMMER INTERNS FOR 2004 HAVE BEEN ANNOUNCED
Five students have been selected to participate in intern programs with K-State Research and Extension this summer.

Corey Fortin, from Oberlin, will be serving in the Post Rock District. Corey is a K-State student and will graduate in 2005 with a dual degree in Animal Sciences and Industry and Agribusiness.

Karla Kepley, from Thayer, will be serving in Leavenworth County. Karla is a K-State student and will graduate in 2006 with a degree in Dietetics.

Katherine Kramer, from Herington, will be serving in Reno County. Katherine is a K-State student and will graduate in 2005 with a degree in Family Studies and Human Services.

Karaline Poovey, from Oxford, will be serving in Greenwood County. Karaline is a K-State student and will graduate in 2005 with a degree in Animal Sciences and Industry.

As you are ordering many of your 4-H publications via the 3rd Quarter Order Form, remember that many publications are on the Publications and Videos webpage for immediate download from a PDF file!! Items like the 4-H Permanent Record, Personal Page and Officer Training Materials are just a few examples. BASIC 4-H OPERATIONS I TRAINING - APRIL 12 AND 13
We invite you to attend Basic 4-H Operations Training, April 12 and 13, in Room 2002 Throckmorton Hall, on the KSU campus. The training begins at 1 p.m. on Monday, April 12, and concludes at 5 p.m. on Tuesday, April 13.

Topics addressed include: 4-H financial management, VIP, accountability to the 4-H mission, focusing on life skill development, learning through events and program planning.

MOVING AHEAD: PREPARING THE YOUTH DEVELOPMENT PROFESSIONAL TRAINING - MAY 4 - 6
We invite you to attend "Moving Ahead: Preparing the Youth Development Professional," set for May 4 - 6 at Rock Springs 4-H Center. Moving Ahead is designed to provide the basic principles and practices of youth development.

Registration cost is $255, which includes all materials, meals, breaks and lodging. Deadline to register is April 5. Registration brochures were sent to all county/district offices.

WORKERS NEEDED FOR KSRE BOOTH AT THE 3i SHOW IN GREAT BEND
The 3i Show takes place on Thursday, Friday, and Saturday, April 22, 23, and 24, 2004 at the Great Bend Airport. The show is open each day from 9 a.m. to 5 p.m. Our booth (I-115) is in the Expo-2 Building, along the north wall in the same spot where we have been before.

Steven Graham will bring the table top display and handout materials from campus and be present during all three days of the show. If you would like to attend the 3i Show and also assist in the booth for an hour or more, that would be great. There is no entrance or parking fee.

The 3i Show is a huge farm machinery show which also has some daily programming aimed at spouses. These programs are coordinated by Donna Krug with our Barton County Research and Extension Office. Thus, we see lots of males, females, entire families, and students who attend the show. Our booth will have information from all four Core Mission Themes, plus we may be joined by some of the Watershed Specialists.

PUBLICATIONS/PRODUCTION SERVICES UPDATE
Time to Return Order Forms
Remember that the deadline for the 4-HCCS, June and third quarter order forms is April 1. If you have not yet placed your orders, be sure to do so by the deadline. It is critical to receive the 4-HCCS orders on time to obtain statewide discounted prices from the publisher in Minnesota. If your office orders those items later or directly from the publisher, it will cost more and delay delivery. Items from the statewide order usually are delivered in September.

Check Catalog for Publications
Remember to check the online catalog for items you are not finding on quarterly order forms. Many of our titles are now available "on demand" and won't appear on any order form for annual reprints. To check for "print-on-demand" items, go to: http://www.oznet.ksu.edu/catalog/print.htm . Click on the "POD" button to review all titles, or search by keyword, author, title or publication number. We are no longer able to offer a printed publication catalog -- and the list of "on-demand" items changes monthly. However, to avoid lengthy "download" time, you might want to print out sections or the entire catalog occasionally to be used for a quick reference. Just remember that the online version is updated regularly, so use a "bookmark" for this Web address to make it instantly available. 

Reprint Delays
Some reprints previously produced at Kansas State Printing Services are being delayed because of changes in equipment and processes at the printer. For example, publication L722, "Sphaeropsis Tip Blight, Dothistroma Needle Blight and Brown Spot of Pines," must be recreated electronically since the printer has upgraded the system and can no longer use negatives to make printing plates. We regret the delay this will cause in this and other publications. In the meantime, use the online library at: http://www.oznet.ksu.edu/library/  to check for needed information.

Deadfile
The publication, MF-2240, "Wheat Stubble: What is its Value?" has been deadfiled in both electronic and print versions. The publication should no longer be used in any form. It has been replaced by MF-2604, "The Value of Crop Residue." --Nancy Zimmerli nancyz@oznet.ksu.edu
