WORD FROM THE ASSOCIATE DIRECTOR - EXTENSION AND APPLIED RESEARCH
This is a continuation of highlights on the recommendations set forth through the strategic plan for Kansas Cooperative Extension. It has been good to get out this past week and begin to share an overview of the recommendations and listen to the feedback coming from the local Extension Board members and Extension Agents. This morning I am going to address two items. The first, a question I've heard regarding the strategic plan; and second, I am going to focus on recommendations for education and information dissemination.

One question I have heard more than once relates to why we call this a strategic plan for "Cooperative Extension" and not for "K-State Research & Extension." The answer is, because the committee was designed, organized, and charged to only address the "Extension" mission of K-State Research & Extension. The part of the organization centrally responsible to that mission is the Kansas Cooperative Extension Service. However, the last impression I want to give is that this work in any way divides this organization. That would be the furthest from the intent and purpose. The purpose is to see that the "extension parts" of the Research & Extension engine are well conditioned and operating to their full capacity. In this case, it isn't a complete engine overhaul, but rather just looking at the "Extension" portion of the engine. I hope that is helpful in understanding that it is okay to look at parts of the organization strategically without suggesting that those parts are being disassembled from the complete organization.

Now I want to focus on one of the recommendations for "education and information development and dissemination." Specifically, I want to talk about optimizing delivery of educational programs through the use of appropriate technology. Efficiency in the delivery of educational programs would seem to stress maximizing all the various "distance" technologies. Yet, the recommendations stress taking the educational experiences to places appropriate for the target audience. We will always need faculty who are willing and passionate to get out and build relationships with our constituents. When we take the educational experience to the appropriate place, that could mean a day care center, the grain elevator, the local stockyard, the chamber offices, the church, the school, the senior center, the machine shed, a website, a high tech community center, the Boys & Girls Club, a home, a neighborhood meeting room, and the list goes on.

In a non-formal educational program like Extension, we will always have the obligation and responsibility to see that the program reaches the audience. We can never sit back and expect the people to shoulder the obligation and responsibility to come to our event. Even as we use technology to bring about opportunities for learning, we must also be compelled to see that those opportunities are reaching the target audience on their terms.

As we look to the future and seek ways to use technology to extend our reach, we must remember that our work is about "THEM" and not us. We must find ways to give THEM the learning opportunities on their terms. Efficiency in delivery through technology may not always provide the greatest impact on learning. Our wisdom will be to continuously seek the appropriate balance to achieve audience learning and audience outcomes. --Daryl Buchholz dbuchhol@oznet.ksu.edu

 

UNIVERSITY'S PASSWORD CHANGE DEADLINE IS FEBRUARY 9
We have heard that numerous individuals are experiencing problems in changing their eID password. To change your KSU password, log in to your eID profile at http://eid.k-state.edu . If you don't know your password for your eID account or you are having problems signing in, you will need to have your password reset. You can click on the "Forgot your password?" link and use the form to have it reset or you can call the iTAC help desk, 785-532-7722, and they will help you reset your password. Once your password has been reset, You can use the new password to log in on the eID page and change your password. 

If you forget to change your eID password now or in the future (every 6 months) many things will happen:

* You won't receive your OzNet or your KSU e-mail.
* You can't log onto any of the OzNet servers if you are on campus.
* You can't log in to the Intranet, the Support Downloads page, the State Fair Site, EzWeb2, WALK Kansas, FNPRS, and many other sites.
* You can't author web pages on the Research and Extension web server.
* You can't connect to the University's dial-up service.

The importance of changing your password cannot be stressed enough.

NOMINATIONS FOR NORTHEAST AREA EXTENSION DIRECTOR
The position announcement for the Northeast Area Extension Director position has been finalized and released. The full position announcement is available under "Job Opportunities" on the K-State Research and Extension website. Screening of applications will begin on March 1, 2005. eXtension NATIONAL VIDEOCONFERENCE - FEBRUARY 1
The first in a series of national eXtension videoconferences is scheduled for Tuesday, February 1, 2005. The goal of the videoconference is to engage and interact with people about the eXtension initiative. The program will include a combination of PowerPoint slides with presentations by the eXtension staff, followed by time for questions and answers. We hope you will plan to participate; however, if you are not able to join the program live, we will have it archived at http://intranet.extension.org for viewing at a later date. EQUIFEST OF KANSAS HORSE JUDGING CONTEST 2005
The Equifest of Kansas Horse Judging Contest will be February 26, Kansas Coliseum, Wichita. Registration begins at 9 a.m. with the contest at 9:30 a.m. There is no pre-registration but there is an entry fee of $5 per individual with three divisions available; 13 and under, 14-18 and adult.

There will be no afternoon educational seminar this year.

NOMINATIONS FOR INDIVIDUALS TO BE HONORED AT 2005 RIVER HEROES AWARDS BANQUET
The River Network is seeking nominations for individuals to be honored at the 2005 River Heroes Awards Banquet. Awards will be presented on May 23, 2005 at the 6th Annual River Rally in Keystone, Colorado.

The awards are open to any individual (board member, staff or volunteer) who has successfully worked with a river conservation organization to improve a river and its watershed AND who, over the years, has made a sustained contribution to the conservation of the river.

GOVERNOR’S RECOMMENDATIONS FOR FY 2005/2006
The Governor released her FY2005 and FY 2006 budget recommendations on Tuesday, January 11, 2005. The recommendations included:

1.  No budget reductions or recalls of funds for FY2005.

2.  In the FY2006 budget proposal, there are no budget reductions. The Governor has recommended a block grant increase to K-State to provide funds for salary increases and to address some fringe benefits issues, plus there are:

  • 2.5% salary increase for all state employees (unclassified, classified and students).
  • Second year funding of Senate Bill 345 faculty funding (a 1% salary pool for salary enhancements for ranked faculty).
  • Continuation of the classified longevity bonus.
  • No increase in OOE (other operating expenses).
  • Funding for the 27th bi-weekly pay period (this applies only to 12 month appointments).
  • All funding for the above increases will have to be approved by the Kansas Legislature. Actual allocations may not be known until the Legislature adjourns in April.

    Vehicle Moratorium

    The moratorium on new vehicle purchases will be lifted in November 2005. Each agency must request replacement vehicles. Details will be provided when available from K-State’s Administration and Finance office.

    2005 K-STATE RESEARCH AND EXTENSION ANNUAL CONFERENCE
    The K-State Research and Extension Annual Conference will be held at the K-State Student Union on October 17-19, 2005.

    The conference will be shorter this year, ending after lunch on Wednesday, October 19. This will allow time for informal group or team meetings that afternoon. The organizing committee plans on releasing a tentative schedule for the Annual Conference by March.

    If you have suggestions of people who might conduct sessions which help us consider new ideas or look at things differently, please pass those along.     "TUESDAY LETTER" SUBMISSION GUIDELINES
    Deadline for submission of an article into the "TUESDAY LETTER" is by 12 noon on Monday of each week. Submissions made after 12 noon on Monday will be held until the next week.

    Emergency announcements can create the urgency to submit something later than that, and still get it into that week's Tuesday letter. However, procrastination does not create the emergency or urgency.

    "GROWING GROWERS TRAINING PROGRAM" LOOKING FOR APPRENTICES
    The "Growing Growers Training Program" is a joint effort of K-State Outreach and Extension, MU's Outreach and Extension, the Kansas Rural Center and the KC Food Circle, aimed at increasing the number of market gardeners and other growers producing for sale in greater Kansas City. We offer a year-long program that places apprentices on local, organic farms to learn about farming hands-on, and offer monthly workshops on topics ranging from "Soil Building for Vegetable Growers" to "Pests, Diseases, and Weeds" to "Small Farm Business Management."     THIRD USDA SYMPOSIUM ON GREENHOUSE GASES AND CARBON SEQUESTRATION IN AGRICULTURE AND FORESTRY
    The Third USDA Symposium on Greenhouse Gases is coming up soon -- March 21-24, 2005, in Baltimore, Maryland. The abstract submission deadline is February 1, 2005. Pre-registration deadline for the Symposium is March 1.     NATIONAL ANIMAL ID SYSTEM (NAIS)
    The latest word from Kansas Livestock Commissioner George Teagarden is that they are registering livestock premises. This includes show sites and fairgrounds where livestock are brought together. Premise ID numbers are being assigned for these locations at this time by the Kansas Animal Health Department as locations are registered online, by phone or via the mail. The Extension agent role is educational and voluntary to help producers and other locations become premise registered.

    The contact for questions at the Animal Health Department is Teresa Stephens, 785-296-2326. The State 4-H Livestock Shows will continue to use the Kansas 4-H logo Ear tags for 2005!  A decision as to when we will switch to the new Federal tags will be made sometime this fall after our two state shows!  --Jim Adams jadams@oznet.ksu.edu
