WORD FROM THE ASSOCIATE DIRECTOR - EXTENSION AND APPLIED RESEARCH
Provost Nellis announced plans for the restructuring of the Kansas Center for Rural Initiatives into a Center for Engagement and Community Development (CECD). This announcement came through e-mail on February 22. I share it with you again since I believe it has significant potential positive implications for K-State Research and Extension. Following is Provost Nellis' letter of February 22, 2006.

TO: K-State Faculty and Administrators

FROM: M. Duane Nellis, Provost

SUBJECT: Enhancing Engagement at K-State and the Center for Engagement and Community Development

Over the past few months, I have been involved in a dialogue with faculty and administrators in various units and at various organizational levels of the university to identify several key actions that we could take collectively to catalyze and foster more "engagement" at Kansas State University as we strive to become a Top Ten Land Grant University. An engaged institution is one in which "teaching, research, and extension and service functions have been redesigned to become more. . .[actively and] productively involved with their communities, however community may be defined." ("Returning to our Roots: The Engaged Institution", Third Report of the Kellogg Commission on the Future of Land-Grant Universities, 1999). Engagement must extend well beyond our traditional extension programs to include every unit of the university. However, we need a "front door" organization to be the catalyst for engagement and the "broker" for community development activities. . .a liaison with groups, agencies, and communities that can connect faculty to community development needs. Such an organization could forge new partnerships and help identify and secure extramural funding.

I am pleased to announce that we are creating such an organization in the new Center for Engagement and Community Development. This Center is being created by reorganizing the former Kansas Center for Rural Initiatives (KCRI). The Mission of the new Center for Engagement and Community Development is to promote engagement both across the breadth of our campus and off campus, in teaching, research, and outreach, and to apply the expertise of Kansas State University in addressing issues of community development in Kansas.

The Center will have a full-time Director who will report to the Provost. In addition, the Center will have resources to provide incentive grants to faculty to promote engagement, and to build and foster a better understanding of engagement across our campus through conferences, workshops, seminars and training. K-State Extension will be a partner in this important effort and is providing staff and resources in support of making the Center a success.

Although it is clear to me that every part of our university has a role to play, I believe that the new Center for Engagement and Community Development will provide important impetus to making K-State a more engaged institution and to achieving our goal of becoming one of the premier land grant universities. I invite you to join us in this effort and anticipate new opportunities to become more engaged as the Center develops.

I believe we all need to understand that the CECD is building anew, and that the products/fruits of this venture are largely unknown at this time. Fred and I believe this to be the right move for KSU over the long haul, and it's not going to instantly turn the University on its ear. First step in the process will be in filling the position of Director for the Center. In moving through a search and hiring process, I would estimate having a Director on or after July 1.

The CECD is not to be envisioned as a unit that spins out curriculum or products. Much like the Kansas Center for Agriculture Resources and Environment (KCARE), we anticipate it will take years before its full potential and capacity are reached. KCARE's strength is that it has become a portal through which ideas, opportunities, and proposals flow from stakeholders, constituents, and public through to faculty among several Colleges and disciplines, and back again. That portal concept took several years to gain momentum among the interests in water and the environment and is still gaining more momentum. We have similar, great expectations for the CECD over time. I won't want to judge success with the first fruits coming through the Center, but rather the longer range plan for engaging the stakeholders, constituents, and greater public in meaningful ways with the human resources and knowledge base within this university who are yet to be discovered, but have the opportunity to have great impact among communities all across this state. --Daryl Buchholz dbuchhol@ksu.edu

ANNUAL CONFERENCE TO FOCUS ON ENGAGEMENT - SEPTEMBER 25-28, 2006
K-State Research and Extension's annual conference is earlier this fall than usual. The dates are September 25 - 28, 2006.

Tuesday morning of this year's conference will highlight the Provost's recent announcement of enhancing the commitment of Kansas State University to the people of Kansas and in the establishment of the Center for Engagement and Community Development. A goal at annual conference will be to provide additional clarity to that vision.

Additionally, we are working to bring a very special and motivational speaker in for Tuesday afternoon for personal professional development. The planning committee believes this speaker will have meaningful content for all K-State Research and Extension employees professionally. As contracts get signed and definite plans laid, more information will come.

Wednesday through Thursday morning will have greater focus on honing Research and Extension professionals' core competencies for carrying out their work and providing updates in key subject matter areas. A resource fair is also planned for Wednesday morning. Many of these educational opportunities will be directed towards competencies needed in enhancing engagement and extension outreach.

The committee includes Paul Hartman, chair; Bill Hargrove, co-chair; Richard Fechter, Tandy Rundus, Crystal Coffman, Stacey Warner, Daryl Buchholz, Steven Graham, Debbie Hagenmeier, and Gloria Holcombe. --Paul Hartman phartman@ksu.edu  and Daryl Buchholz dbuchhol@ksu.edu
