WORD FROM THE ASSOCIATE DIRECTOR - EXTENSION AND APPLIED RESEARCH
Through this summer I hope to make roughly 15 to 20 local Extension program visits around the state. Marlene is working to make such arrangements at this time. Today I am actually making visits to the Johnson, Leavenworth, and Atchison Extension offices. I hope to be meeting with Extension agents, staff, and the Executive Board Chair or other member of the Board. While visits are brief, I am asking to be given a brief overview guided to achieve the following:

*  gain understanding for the vision and goals of your local programs

  • How is it that this Extension Unit is making a positive impression and impact in this community/county/district?
  • What actions are being taken to strengthen the reach to under-served and emerging audiences?
  • How are Extension agents and office staff encouraged and supported in professional development towards that vision and goals?
  • What steps are being taken to strengthen local advocacy for your programs and the system?
  • *  listen to how K-State Research and Extension, beyond the local unit, is helping to achieve your vision and goals

  • What can we learn from your experience and actions?
  • What are some of the best examples of great support and service you receive from others beyond your office? i.e., coming from area or campus units, partner agencies or organizations, other local Extension units?
  • Are there possibly policies, procedures, or practices that are required within the system that simply do not add value or make sense in your accomplishing the goals and work of this Extension unit?
  • In the spirit of Good to Great by Jim Collins, I will ask a couple of questions:

    • With respect to the local Extension units all across Kansas, what is it that we can be the best in the world at?
    • And, what are we deeply passionate about?

And finally, with discussions of the importance of program focus and identifying some finite areas of program emphases and excellence for our Extension professionals, I want to learn what is on the minds of our Extension professionals and staff with such questions as:

    • What opportunities or threats do you envision?
    • What expectations for change in training and professional development opportunities will be needed?

While I will be hearing from those with whom I interact at their office locations, I’d also appreciate hearing from additional Extension agents, faculty, and staff. Please send me an e-mail outlining your thoughts to these questions, as I believe it important to gain as deep an understanding of our belief in the significant programs, impacts, people we are reaching, and to understand what we believe we can best at. --Daryl Buchholz dbuchhol@ksu.edu

    STATE 4-H SPECIALIST INTERVIEWS - JUNE 21

USDA RURAL DEVELOPMENT ANNOUNCES PROGRAM PROMOTING ENERGY-EFFICIENT HOMEOWNERSHIP
USDA Rural Development State Director Chuck Banks, in announcing the Agency's National Homeownership Month events to be held in Kansas during the month of June, also applauded USDA Secretary Mike Johanns' decision to provide special eligibility considerations for low- and moderate-income home loan applicants who are purchasing newer, energy-efficient homes.

Under the special USDA program, called Home Energy Advantage, the qualifying ratios used to determine an applicant's ability to repay a home loan may be exceeded by up to two percentage points, if an energy-efficient home is purchased. Eligible applicants to the Agency's Section 502 homeownership loan program will receive increased flexibility in their loan eligibility determinations if they are purchasing a newer home that is energy efficient. Applicants may also be able to afford a larger loan amount due to the qualifying flexibility because lower utility costs associated with newer homes equate to more income that can be applied to mortgage and other debt payment in a given month.

For additional information regarding USDA Rural Development programs, interested parties may call the Agency's state headquarters at 785-271-2700, or log onto the state's USDA Rural Development website at www.rurdev.usda.gov/ks . --Steven Graham sgraham@k-state.edu
