WORD FROM THE ASSOCIATE DIRECTOR - EXTENSION AND APPLIED RESEARCH
Brief Budget Update. Many of you would have heard that last Thursday, July 2, Governor Parkinson announced further budget reductions necessary to cover the $126 million shortfall in the state budget. Those reductions included a 2% reduction to the Board of Regents. At this writing, Kansas State University's share of that reduction is anticipated to cost $3.4 million.

The Board of Regents has approved K-State's tuition increase of 3.9%, and that increase is expected to generate about $5.4 million in tuition revenues.

In our communication with the University, plans are taking shape such that KSRE will receive some University non-recurring funds and KSRE will identify some non-recurring funds to meet the commitments of the FY2010 budget. And, for now, those funds will cover the 2% additional reduction announced by Governor Parkinson.

Our challenge remains for the University and KSRE to set priorities as to where permanent cuts will be taken in order to align the spending with the base budget.

FEDERAL EARLY RETIREMENT
Extension faculty who have federal benefits are eligible for voluntary early retirement from July 1, 2009 to June 30, 2010. The early retirement opportunity temporarily lowers the age and service requirements for retirement. An individual who is age 50 with 20 years of service OR any age with 25 years of service is eligible to retire during the July to June time frame.

The incentive for an early federal retirement is the ability to begin receiving an immediate retirement income and to continue federal life and health insurance. There is no additional incentive for those who are already eligible for federal retirement.

NOMINATIONS FOR ANNUAL CONFERENCE AWARDS
Consider nominating a colleague for one of the awards that will be presented at the KSRE Annual Conference Awards Lunch on October 20. Awards being presented include Builder, Diversity, Team, Mentor, County or District Office Professional and Unclassified Employee. FY 2010 TRAVEL REIMBURSEMENT RATES
Effective July 1, 2010, the State Department of Administration in Topeka has announced new reimbursement rates for Fiscal Year 2010 which runs from July 1, 2009 to June 30, 2010. KYLF WORKSHOP PRESENTERS NEEDED
In November, the Kansas Youth Leadership Forum will be held at Rock Springs 4-H Center, near Junction City, Kansas. Teens, ages 14-18, are the primary audience. We are looking for one hour workshops focusing on some aspect of leadership. The workshops will be held Saturday, November 21, 2009 and will begin at 8:30 a.m., 2:15 p.m., and 3:45 p.m. Proposals are due to the State 4-H Office on August 1. MARIE’S PICKS . . .
This week my picks are success stories reported by Sarah Maass, Phyllis Kriesel, and Diane Nielson:

--A 4-H parent called the Extension agent the day before Campference was to begin and indicated that their son wasn't sure if he wanted to go. Earlier in the year, this 4-H member told the agent he would attend Discovery Days or Campference, but Discovery Days had already been held. The agent visited with the 4-H'er and reminded him of their little agreement and reassured him of how much fun he was going to have at Campference. After a little more discussion, the 4-H’er said that he would see the agent the next day. The next day, they arrived at Rock Springs 4-H Center and the 4-H'er participated in Campference. A couple of weeks following the event, his parents thanked the agent for talking to the 4-H'er and encouraging him to attend Campference. They said their son had such a good time that he is planning on attending next year. Wow, what growth this 4-H'er exhibited and developed a sense of independence and set a goal for himself to attend next year!

--Levi, a first year 4-H member, was elated when his fellow 4-H member, Lindsay, asked him to help show her dairy goats. She had four goats in one class and needed help . . . his smile said it all! . . . Lindsay is a good mentor to younger members.

--4-H is a perfect opportunity for families to have fun, and to help and support their children's interests and meet other families in the community. I wasn't sure if 4-H was right for me, but decided to give it a try for a year. I found out that besides being just lots of fun, and some hard work, it's was wonderful to see how 4-H has helped our family. It has given so many more rewards than the work involved. We have seen our children grow in confidence and personal interests, becoming more community service-minded and emerging leaders. Our club has very active parent involvement, where each family leads a project. I was hesitant in becoming a project leader, but soon learned that others provide support in that as well.
